Minister of Labour Concerned About Delayed Conclusion of CPSA-PHA Negotiations

The Minister of Labour and the Public Service, Hon. Pia Glover-Rolle, today expressed her concerns and shared frustrations regarding the prolonged negotiations between the Consultant Physicians Staff Association (CPSA) and the Public Hospitals Authority (PHA), which remain unresolved despite being close to conclusion.

Since January 2025, the Department of Labour has stepped in as a mediator to assist both parties in finalising the outstanding terms. At present, only two outstanding matters remain: health insurance and time and attendance.
“The government has already agreed to the terms concerning health insurance,” said Minister Glover-Rolle. “With respect to time and attendance, the initial proposal presented to the doctors was rejected—not on the basis of the terms, but because the language in the document did not align with what was agreed upon by the Department of Labour and the Financial Secretary.”

Minister Glover-Rolle further explained that the revised language, which was agreed upon by all involved parties, was resubmitted to the PHA on April 15, 2025. However, it appears that the final counter-proposal has not yet been presented to the CPSA.

The Minister emphasised that the Department of Labour’s mediation team believes the matters are ripe for resolution, pending timely and transparent communication between the PHA and the CPSA.

“This matter has gone on for far too long. With the outstanding issues essentially resolved in principle, it’s time for all parties to come together to finalise this agreement.”

As Minister of Labour and the Public Service, Glover-Rolle reaffirmed her commitment to fostering harmonious industrial relations and pledged to continue standing in the gap to ensure timely and fair resolution of all outstanding matters.

“We remain dedicated to moving industrial matters forward in a constructive and collaborative manner. Our goal is to support solutions that allow both our healthcare professionals and the government to focus on delivering efficient and high-quality care to the citizens of the Commonwealth of The Bahamas.”
