The Youth Leaders Certification Programme (YLCP), facilitated by the Division of Youth within the Ministry of Youth, Sports and Culture (MOYSC), continues to strengthen youth development efforts by equipping current and aspiring youth workers with essential skills and professional training.
The programme, which targets individuals 18 years and older involved in youth work, has been in operation for several years and remains a key pillar of national youth empowerment. Now in its sixth week, the latest cohort is gaining practical tools to positively impact young people across the country.
On February 10, 2026, participants attended a special session on adolescent development led by Dr. Coral Kemp-Johnson, President of the Grand Bahama Administrators Association. The presentation focused on understanding the social, emotional and psychological needs of young people.
Youth Officer Rayette Spence noted that youth work is continuously evolving and requires updated training and tools.
She explained that the Ministry is preparing to launch a National Youth Policy that will require all individuals working with young people to be certified through the Ministry of Youth Sports and Culture.
“This is going to be mandatory for everybody that works with young people to be certified and with the MOYSC and that is to help for us to make sure persons are compliant and ensure that they are doing what they say they are doing and make sure our young people are safe within these organizations,” Spence said.
The YLCP is a government-funded initiative, reflecting the Ministry’s commitment to professionalizing youth work. As part of its expansion, MOYSC is also preparing to launch a Youth Leaders Certification Academy, which will offer accredited courses and opportunities for participants to earn college credits.
According to Spence, the academy will serve a wide range of learners, with participants currently ranging in age from 18 to 60.
“It will be a full academy where persons can be accredited and continue developing professionally,” she said.
To maintain high standards, the Ministry partners with non-governmental organizations and conducts regular field supervision. Trained supervisors observe volunteers, while professional facilitators deliver all modules. Participants are evaluated using standardized rubrics that assess programme delivery, interaction with youth and compliance with established guidelines.
The programme also utilizes a blended learning model. In addition to classroom instruction, participants have access to digital resources, including video-based manuals, online materials and video assessments, supporting diverse learning styles.
The Youth Leaders Certification Programme runs for 16 weeks and includes approximately 12 instructional modules, supervised fieldwork and group presentations. Upon successful completion, participants will graduate on June 4, 2026 and receive official certification.
