BTVI Board Statement: Appointment of President

The Board of Directors of the Bahamas Technical and Vocational Institute (BTVI) is pleased to
announce the appointment of distinguished educational leader, Keyshan L. Bastian as President,
effective 23rd March 2026.

With more than 28 years of progressive leadership across technical and vocational education,
national assessment and senior public service administration, Ms. Bastian most recently served
with distinction as Deputy Permanent Secretary in the Ministry of Education and Technical and
Vocational Training.

Recognised for strategic planning, stakeholder engagement, financial stewardship and forward-
thinking leadership, Ms. Bastian is a champion of technical and vocational education in The Bahamas. Her expertise spans institutional governance, administration, human capital strategy, policy and curriculum design, and assessment, with strong competencies in workforce development and performance management.

A transformational leader, Ms. Bastian provided strategic oversight of national education operations, policy execution, staffing and programme implementation across multiple divisions. Her leadership influenced an average of 300 professionals annually and advanced key initiatives in TVET modernisation, curriculum reform and institutional capacity building.

A Certified Human Resource Consultant, Ms. Bastian is known for motivating teams, strengthening organisational culture and fostering accountability and innovation. Throughout her career, she has remained deeply committed to aligning education systems with national economic priorities and expanding sustainable career pathways for Bahamians.

In addition to her public service, Ms. Bastian has served as a lecturer at the University of The
Bahamas, an instructor at BTVI and an external moderator ensuring academic rigor and quality
assurance. Ms. Bastian holds an Associate of Arts Degree in Business and a Teacher’s Certificate
from the University of The Bahamas, a Bachelor of Science Degree in Professional Management,
and a Master of Business Administration degree from Nova Southeastern University. She is
pursuing doctoral studies in technical and vocational education systems, workforce alignment
and institutional governance.

Widely respected for her integrity and people-centred leadership, Ms. Bastian is well positioned
to lead BTVI into its next chapter of growth and innovation. The Board of Directors congratulates
Ms. Bastian on her appointment as the third President of BTVI and wishes her every success as
she advances the institute’s mandate to strengthen workforce development across The
Bahamas.
